Canadian Agriculture and the Doha Development Agenda: The Challenges AgEcon

The WTO Framework Agreement negotiators accepted in July 2004 provides a guide to the commitments a Doha Development Agenda agreement may contain. These commitments will involve direct and indirect export subsidies, domestic support and market access. Commitments in each of these areas will have implications for Canadian agriculture. This paper explores these implications for supply management, the Canadian Wheat Board and domestic support programs.

The WTO Framework Agreement that negotiators accepted in July 2004, and built upon at the 2005 Hong Kong Ministerial meeting provides a guide to the commitments a Doha Development Agenda agreement may contain. These commitments will relate to direct and indirect export subsidies, domestic support and market access. Commitments in each of these areas will have implications for Canadian agriculture. This article explores these implications for supply management, the Canadian Wheat Board and domestic support programs.

Detecting COOL Impacts on US-Canada Bilateral Hog and Pork Trade Flows AgEcon

Country of Origin Labelling (COOL) regulation has been applied in the United States meat sector since October 2008. The industry must label beef, lamb and pork (ground meat and muscle cuts) sold through retail outlets according to its country of origin. The labelling requirements create differentiation at the retail level and may impose additional costs on producers, processors and retailers in the U.S. and elsewhere. The purpose of this analysis is to investigate whether there has been structural change in U.S. import demand for Canadian hog/pork products. Developing Policy Relevant Agrifood Models AgEcon

The opportunities and challenges of incorporating accurate policy representations into institutional partial equilibrium commodity models were investigated. Six issues are raised: commodity space definition, vertical linkages, assessing market power, the changing nature of government support, trade policy, and data requirements. The importance of product attributes and different approaches to modeling product differentiation are considered. A case study of food safety is used to bring together the major issues. Although institutional commodity models still have a role to play, we advocate the use of smaller idiosyncratic models to address many of the relevant policy questions in a rapidly changing sector.

Dynamic Econometric Models of Manitoba Crop Production and Hypothetical Production Impacts for CAIS AgEcon

This study analyzes the impact of the Canadian Agriculture Income Stabilization (CAIS)program. The study begins with a specification of dynamic crop production that decomposes static short run crop acreage allocation decisions and dynamic crop yield affects. The modelling framework accommodates risk aversion, price uncertainty, and applies recent aggregation theory to aggregate weather data. Using this framework an analytical model of the impacts of CAIS on crop production is developed. Hypothetical impacts of are simulated using an aggregate Manitoba data set. The results show that CAIS has a substantial impact on the shadow prices of both inputs and outputs. These shadow price effects resulted in a 4 percent increase in long run wheat and barley yields...

Effects of Market and Policy Shocks on the Canadian and U.S. Cattle and Beef Industries AgEcon

The paper examines the impact of four exogenous shocks – exchange rate appreciation, feed price escalation, mandatory country of origin labeling, and economic recession – on the Canadian and U.S. beef cattle industries using a multi-market partial equilibrium model. Impacts on the U.S. industry are found to be relatively small compared to those on the Canadian industry. Country of origin labeling, and feed price escalation account for the largest decline in the welfare of Canadian cattle producers.

European Union Grain Export Practices: Do They Constitute a State Trading Enterprise? AgEcon

One of the disciplines for State Trading Enterprises (STEs), with respect to the WTO, is the requirement to notify the WTO of all endeavors that fit the definition of an STE. This study argues that the European Union’'s system of grain interventions and export refunds fits the WTO'’s definition of an STE. First, a system of agencies that work together for a common purpose can be considered to be an enterprise. Second, the constituents of Europe’'s grain intervention enterprise receive exclusive and special rights to export grain. Third, the grain intervention system has decisive voice over the timing, quantity and destination of exports. For these reasons the system should be notified to the WTO as an STE.

Food Aid as Surplus Disposal? The WTO, Export Competition Disciplines and the Disposition of Food Aid AgEcon

The empirical investigation suggests that there exists an endogenous relationship between subsidy/credit shipments and food aid for wheat in the US. The empirical VAR demonstrates a contemporaneous increase in food aid shipments as alternative vents constrict. This result suggests that a trade agreement that disciplines export subsidies and credits may put upward pressure on food aid shipments as agricultural exporters vent the pressure of their domestic surpluses. The empirical results suggest that in the US wheat market the effects are not large. The same phenomenon has been noted in the case of skim milk powder by Margulis; skim milk powder would provide another interesting empirical case, were the data available.

Impact of Market Access Reforms On the Canadian Dairy Industry AgEcon

The World Trade Organization's (WTO) latest round of negotiations, the Doha Development Agenda (DDA), will likely change the way most agricultural products are traded around the world. These new liberalization policies will potentially affect the Canadian production and consumption of dairy products. This paper uses a partial equilibrium model with stochastic world prices to evaluate the effects of these trade reforms on the Canadian dairy industry. Different liberalization scenarios are simulated and the outcomes are analyzed and discussed.

Kill or Shill: Processing Capacity and Cattle Prices with a Closed Border AgEcon

The discovery of bovine spongiform encephalopathy (BSE) in Alberta and the subsequent U.S. border closure raised concerns about the reliance of Canada’s cattle industry upon U.S. packers. It became clear that Canada lacked the slaughter capacity to support the number of cattle going to market. This and other factors resulted in steep price declines. Since 2003, slaughter capacity has increased by approximately 46 percent. Given that many of the start-ups are small-scale operations that in many cases lack experience and financial backing, questions arise regarding the viability and sustainability of these enterprises.
